Thanks, Phil. To my mind this is the kind of thing we need for an
introduction to the profile guidance document.

I'm a bit less optimistic about "directly interoperable" than you seem
to be although I think that would be a best case scenario or a goal to
aim for.

In terms of validation, in our requirements we are including the
possibility of profiles providing the information needed for validation
in a machine-actionable form, although I don't get the sense that WG
members feel that is a MUST; maybe a SHOULD. One thing we've talked
about is couching the requirements in terms of functionality - e.g. if
you want there to be automated validation, then you need A,B,C. If you
don't have A,B,C then don't expect easily automated validation. Kind of
a "you get what you pay for" approach. This would mean that profiles can
be in a range from a minimal feature set, with few supported functions,
to a more robust feature set, and still be profiles.
