[DCAT] - reviewing requirements

Thanks to a little work by scriptmaster Pullman (thanks Jaro!), we now have a view of the project Requirements as GitHub Issues. Now we can use the comment facility in each individual issue to have threaded conversations, and also to link these up to the proposed solutions - as pull-requests where possible - to the requirements that generated them.

However, in order to be alerted to new issues or comments in GitHub, you will need to enable notifications in your GitHub profile - see
https://help.github.com/articles/about-notifications/
and also 'watch' the DXWG repository - see
https://help.github.com/articles/watching-and-unwatching-repositories/

To see a list of the [requirements] currently tagged [dcat] run this query
   https://github.com/w3c/dxwg/issues?utf8=%E2%9C%93&q=is%3Aopen+label%3Adcat+label%3Arequirement
Note that since the deliverable tags were inherited from the Use Cases that each Requirement is related to, they do not necessarily apply to every requirement from the use-case. So people should be comfortable in adjusting these (but please leave a trace comment).
