[DCAT] - important question about backward compatibility and namespaces

In issue #131 Andreas Kuckartz has raised the issue of whether some of the changes proposed in the DCAT revision are compatible with the current semantics.
The question is around how much change to the existing axiomatization is compatible with the principle that, once published, the semantics of RDF resources should not change. If changes are significant, then new URIs should be used, potentially for the whole vocabulary.

I believe this needs to be passed up to W3C for policy guidance, and merits discussion at the DXWG plenary level.
