[DCAT] - Doodle to select new day/time for DCAT telecon

As mentioned earlier, the DCAT team is proposing to shift the weekly telecon to a more civilised time for the people that attend.
Since there are no American attendees (not just no _regular_, none _ever_ I think!) we propose to move the meeting time to 08:30UTC. This is

09:30 in UK
10:30 in Europe
18:30 in Eastern Australia

It remains to select the day of the week for calls.
