DCAT use case

A proposal from Jen Williams of Networked Planet (they help organisations with CSV on the web publication through Data Dock)

Information about the properties contained within a dataset

Data consumers often find that when they are deciding whether a particular dataset is relevant to their requirements or not, that the first thing they look at (after title/description) is the properties contained in that dataset. Currently however, in order to do this the user must first download/access the data to check or query for the properties you are looking for. It would be very useful if this information was available as a simple list of predicates at the dcat:Dataset level, so that more intelligent discovery of datasets can be done without needing to dive into the data itself.
This same reasoning could be extended to the inclusion of types contained in the dataset.
