I saw that the UCR document has been actually published today:

https://www.w3.org/TR/dcat-ucr/ 

The URL is a bit puzzling, however. In the Editor's Draft on GH, the URL in TR space is different:

https://www.w3.org/TR/dxwg-ucr/


Besides this, the collected UCRs are not just about DCAT, so I think it's a bit misleading to have "dcat-ucr" as "local" identifier in TR space (yes, we should not try to find semantics in identifiers, but this pattern does have semantics).
