Use cases out of scope

I believe Rob asked about which use cases we decided were out of scope,
and I promised to check my notes. Mine say that ID24 and ID39 were
deemed out of scope at the f2f. These are also the only two use cases
not carried over from the draft space, so the github document is in sync
with our voting.
