Potential DQV prov:entity/activity example

Hi,

Happy New Year :)

I came across an example that may be useful to include in DQV. With the 
introduction of the European Legislation Identifier (ELI), there is now 
a URI for each piece of legislation across Europe.
http://publications.europa.eu/mdr/eli/documentation/uri_templates.html

Could we use DQV to associate a piece of legislation  with a dataset? e.g.
dcat:dataset    prov:wasGeneratedBy    prov:Activity (leg)
or
dcat:dataset prov:wasDerivedFrom     prov:Entity (leg)
