Re: dwbp-ACTION-226: To move the indexes and keep the BP Summary at the top of the doc

The BP Benefits and BP Challenges indexes were moved to the bottom of 
the document, after the Glossary.

Items 11 ( Best Practices Benefits) and 12 (Best Practices x Benefits) 
should be merged and become only one?
