[DWB] Help with grammar of the Intended Outcomes

Dear all, especially English native speakers,

we very much liked the changes Phil made, rephrasing some of the 
intended outcomes [1]. We are wondering if we should change them all, or 
most of them considering some already have the world "enable".

We created this table [2] to make it easier looking at them at a glance. 
We kindly ask you to let us know what do you think about making this change.
