Re: More BPs added

Re using the RFC2119 terms in the intended outcomes, wouldn't those terms make more sense in the subtitles, where we spell out what people SHOULD/MUST/MAY do? Maybe I'm interpreting it wrong, but I've been thinking of the intended outcomes as a quick description of what will be made better about the world if people follow that BP. I like having the subtitles show the specific terms, so that one can easily scan through and see what they MUST, SHOULD, or MAY do.
