Action-76 Create a template for data usage status

Because this action item is relatively old, I thought it would be best to
document the motivation and activities surrounding this action.

When the original use case document was published, the use case document
gave relatively few details about data usage.  This prompted the need for
Bernadette, Sumit and myself to explore possible additional use cases and
propose a template to explore what data usage means.

The following template was proposed:
http://www.w3.org/2013/dwbp/wiki/Data_Usage_Use_Cases#Template  and used by
the team to explore possible use cases missed by the original use case
document.

The second draft of the DWBP use case document provides substantially more
detail.

Based on all of this I propose Action-76 to be closed.
