Carole Post NYC Use Case Webinar

We had a very interesting Use Case call today with Carole Post, former CIO 
of New York City.  There were 41 people on the line overall, including 
several W3C DWBP WG members.  The call was recorded and I will update the 
wiki with a use case description (using the template) and include a link 
to the recording.

On the line Carole mentioned a Technical Standards Manual the city 
published, which I am including in this note as it probably the most 
important detail from the call to our joint work.
