Brainstormed list of Data Usage Best Practices

I have really appreciated the discussions we've been having on the BP
document. I realize that while the scope of the BP document is still being
debated, I wanted to propose a "very rough draft" list of data usage best
practices.  I introduce this only as a means to illustrate what I think
about when I think about data on the web best practices.

WARNING WARNING WARNING

Before sharing the list I must warn you that I have not validated this list
against the current use case requirements.  Again I only introduce this
list only to spark conversation and for us to come up collectively with
ideas about what data usage might be.
