DIWG still has an outstanding item against its DISelect specifications relating to our failure to provide a link to the table of contents in the HTML versions of our documents [1]. Our reasons for not wanting to accept the original comment were based on a desire to use the 'standard' mechanisms for converting xmlspec documents to XHTML.
 
On reflection, and because we have found it necessary to change the process for other reasons, we have decided to accept the comment and to create the necessary HTML link element in the head of the generated documents that allows browsers, like Opera, to render a short cut to the TOC. 
 
For the record, we made the necessary change in the XSLT that we use to convert between xmlspec and XHTML.
 
Perhaps you could indicate your acceptance of the new disposition by posting to this list? Editor's drafts of the documents with the additional link can be viewed via the DIWG internal page [2].
