If this was William's first post to a W3C mailing list it would have
gone into our Archive Approval (AA) system which would have replied to
him asking his permission to archive.  There is an additional delay
where first time posters are given additional scrutiny to try to ween
out spammers before putting them in our global accept list.

It also could have been slowed down by a busy queue.
