W3C XG Charter Proposal - Update

Dear all - and update on the Emergency Information Interoperability  
Framework XG proposal for a new W3C XG Incubator Group.

Some were concerned with the IP Policy for the XG as it did not allow  
complete royalty-free assertions
from members (for any essential IP that may become part of a future  
W3C specification).

Currently, W3C is debating to add this ability. A final decision will  
be know later in September.

We have decided to wait for this decision before proceeding with our  
proposal.

This will enable us to go forward with a complete RF XG.
