Probably a good place to start is the United Nations Disaster  
Assessment and Coordination (UNDAC). Also, from a rescue perspective,  
the International Search and Rescue Advisory Group (INSARAG, also  
under the UN) meet to provide an international approach to the  
sharing of rescue resources.
