Is that actually the case though? From what I know one also for quotes uses the quotation marks used in the primary language, i.e. the language of the surrounding text [citation needed]. This is not a statement about inner quotes though (my guess is, for a German quote in English, “eins »zwei ›drei‹« vier”, like that, but it’s a guess). A side note regarding the quotation marks themselves, a few years back I collected information about many languages’ quotation marks [1] in an online spreadsheet [2]. It seems just the ideal place to mention it, but I also like to ask for (direct) feedback in case typographically minded people spot any issues with the information there. Cheers! Jens.
