[dpub-loc] New version of the locator document, with a textual description of the retrieval algorithm (Re: Types of PWP manifests?)

Romain, everybody,

I have just pushed the new version to the repo, with a more 'algorithmic' description of what happens. This also meant some changes on the definition section.
