Have set up the repository for the PWP UCR

I have not set up an "empty" respec based index.html file yet, because you guys have to agree what editorial pattern you use. I am a respec[1] user, but I know that Dave prefers bikeshed[2]. If you choose the former, I can set up an 'empty' file; I am not familiar with bikeshed.
