Right I had also thought about this issue.

Either we assign mutiple categories like  "Content & Markup" and "Layout & Styling" to each spec or we have mutiple tables, one for each of these categories.

Html5 could also the assigned to multimedia ...

I would recomment to assign mutiple categories for ech spec if necessary.

Would that meet your request ?
