small changes in the non-IG mailing lists

Dear all,

as described in [1] there was a certain confusion in the community on the various mailing lists that we had at W3C on digital publishing. It has been simplified as follows:

- public-digipub-ig@w3.org (this list) is used just as before, absolutely no changed there
- public-digipub-ig-comments@w3.org and the (older) public-digipub@w3.org have been 'merged', ie, the address lists combined, and the official name is, simply, public-digipub@w3.org. The ...-ig-comment is now an alias to public-digipub, so that people would not get confused, but better forget about it. This list is the public discussion list where non-IG members can also post their mails.
