Sensors must be exposed in services workers.

**Actions:**

- [ ] List use cases for sensor in a `ServiceWorker`.
- [ ] Figure out the permissioning story.
- [ ] Figure out a generic way to have sensors operate in the 
background.
- [ ] Assess whether this should be part of the Generic Sensor API or 
a completely different spec.
