New charter approved; rejoin the group

Hi all,

As previously explained [1], we have been operating in the past 3 months
under the extension of 2011 charter, while processing the feedback
received during the Advisory Committee review of our new proposed charter.

That processing has now been completed, and the W3C Director has
approved a new charter for our group, under the suggested name of
"Device and Sensors Working Group":

Most of the changes were purely clarifications; one specific change that
is a bit more than a clarification is the requirement that upon adding
new deliverable to the charter (which requires another round of formal
AC review), that the said deliverable comes after an "incubation" phase
(i.e. with a specific proposal rather than an open ended idea).

Since the charter includes new deliverables, all the Working Group
formal participants will have to re-join the group; there is 45 days
grace period for people to rejoin the group during which they can
continue their participation to calls and discussions.
