tobie has just created a new issue for https://github.com/w3c/sensors:

I can see two options here:

1. throw a `SecurityError` or similar, or
2. don't do anything but don't deliver data.

I'd go for option 1 which has a nice parallel with how we handle 
insecure contexts.
