CfC: publish FPWD of "MediaStream Image Capture"; deadline June 30

Please respond to this CfC to publish a FPWD of "MediaStream Image Capture" as noted below,  (draft is at  <http://gmandyam.github.io/image-capture> )

Please share any concerns with publishing a FPWD or indicate support (a +1 will do)  to the public Media Capture TF list,  public-media-capture@w3.org (better than replying to this message). Silence will be taken as agreement.

A first public working draft (FPWD) is just that, and is subject to further change. In general it is good to publish early and often.
