[proximity] LC snapshot created

Hi,

I've prepared a Last Call draft of the Proximity Events spec:

I set Thursday 29 November 2012 as the publishing date. We should resolve any issues before that date. I set the Last Call review period to the usual three weeks ending 20 December 2012, just before we hit the holiday period.
