power save mode

Hello there,

I was searching around about a power save mode, or battery status.
The only thing I found was:

I asked Robin Berjon and he told me it was an old document and may I
should talk about this here.

Today lot of devices are mobile, computers, phones, tablets, etc. and
not always plugged.
Developer should take care of this, but there's actually no way to get
this information.

Computers have eco/full power mode, we should be able to know that.
Also, we should know if devise is plugged and if not, the battery level.
Or maybe device should simply send information about how he feels, so
developers can adapt there code (animation, request refresh rate,
etc.).
