Hi All:

I've reworked the paper I presented in London last year (yes, it's  
been a year since we started this!). I've narrowed it down by removing  
the implementation-specific parts and tried to remodel the rest to  
reflect the needs of policy specification. I've also added a bit about  
"capabilities" vs "features". Again, this is a draft that is intended  
to provoke discussion. . .
