This is partially overlapping from the convo here https://github.com/w3c/deviceorientation/issues/85#issuecomment-546644374 but including here for completeness: 1) Part of this is my reviewer error, since in most specs the "considerations" sections are written to not include mandatory mitigations / requirements for complete implementation. I see (because you pointed it out to me ;) ) that i missed the existing "MUST"s, so that addresses most of this.
