Now in terms of `PULL_REQUEST_TEMPLATE.md`: * WPT changes: I'm not entirely sure how to proceed. There's a test for this in Blink, but @reillyeon wasn't convinced it was portable when [reviewing](https://chromium-review.googlesource.com/c/chromium/src/+/1849683/7/third_party/blink/web_tests/wake-lock/wakelock-document-hidden.https.html#24) it, since it can break implementations that don't check for permissions and request a lock in parallel.
