At last! Informal lgtm from my side.

For further context, this fixes all the validation errors being caused by Google-hosted domains like chromestatus.com or bugs.chromium.org returning HTTP 405 to HEAD requests -- see https://github.com/marcoscaceres/respec-validator/issues/1 for the fix.
