@anssiko yes i still have the same concern.  I still think its not correct to have the privacy properties of a standard moving to CR to hinge on a document in pre-(pre pre pre) CR stage.  [PERMISSIONS-REQUEST]  does not represent any vendor or community agreement at all, and so could change in any direction at any time, which would undo the privacy gains needed for this issue.

Again, my issue is not W3C process (I don't know if W3C process allows this; i believe you all when you say it doesn't strictly prohibit it), but that for this to move forward, it needs to have unambigious privacy protections, and hinging on a non-CR document makes those privacy protections ambiguous.
