Is there an issue or guidance driving this change?

I prefer leaving trailing commas because it makes patches easier to read. Given the relation of this section of the specification to Permissions I note that [`PermissionState`](https://w3c.github.io/permissions/#enumdef-permissionstate) has a trailing comma.
