@jugglinmike, could you help review my rewording for "create mock sensor" algorithm? I will deal with the "**Interception**" problem separately by adding new steps to ["Connect to Sensor"](https://w3c.github.io/sensors/#connect-to-sensor) algorithm once this PR is landed. @tobie, @foolip, and others, I just added an explainer doc([Preview](https://github.com/w3c/sensors/blob/cf84bdd76b70b8efbbb22aeacf6434a4d6cdfab2/webdriver-extension/explainer.md)) for this extension API, PTAL.
