Determining which way the user is pointing their device is the _entire purpose_ of this API. Enabling usage for legitimate sites while preventing fingerprinting seems to be the objective of this proposal based on the contents and research in the cited studies. The studies you referenced to justify this addition do not recommend putting this behind permission prompts as a first course of action. Those studies present many other options that could be considered.
