Algo is not linked to anything normative, referred once from informative section. Moreover, whole focusing / visibility issue must be addressed properly by spec without detached non-normative algorithms. The only problem I see is that unfocusing is not specified in html spec. Maybe it can be handled by defining it in this spec temporarily.
