[sensors] SensorErrorEvent IDL doesn't match Blink

Spec says `Error`, Blink says `DOMException`. I think that `new 
SensorErrorEvent('error', { error: new Error(); })` would therefore 
throw TypeError in Blink.

I don't know what this fix is, just reporting it.
