Minor issues with the FPWD document

Guys,

I have made a first round of check through our pubrules' checker on the draft. It has found some link errors:

http://media.nhschoices.nhs.uk/data/foi/SCL.csv (1 occurrence)
-> 403 (Forbidden)
http://www.ncbi.nlm.nih.gov/nuccore/NM_008638aEUR (1 occurrence)
-> 404 (Not Found)
http://www.nhs.uk/aboutnhschoices/contactus/pages/freedom-of-information.aspx (1 occurrence)
-> 403 (Forbidden)

It is not allowed to such links in a W3C document as active links. What should be done with this?
