Added the Spotfire use case suggested by Yakov

Yakov suggested [1] adding a use case to cover the tabular data format used in TIBCO's Spotfire platform: STDF.

I have added this at number 20 (replacing the HL7 use case without messing up the numbers): Use Case #20 - Integrating components with the TIBCO Spotfire platform using tabular data [2].

Note the inclusion of a new requirement: R-CommentLines [3].
