Thanks for your feedback. Here are some tests which walk through each behaviour discussed (plus some new items related to height and max-height in cells). The margins are a bit off on some of these tests at the time of writing so they may not be exactly the same size when you check the test

IE and Opera render the png here as 20x20, while FF and WebKit render it with its intrinsic dimensions. Either are permissible
