[css3-ui] Tests submitted for directional focus navigation properties from Leif Arne Storset on 2013-07-16 (public-css-testsuite@w3.org from July 2013)

We have submitted tests [1] for the directional focus navigation  
properties [2]. This completes ACTION-565. First tests for level 3 of CSS  
UI, yay!

My colleague Jorrit Vermeiren wrote them and I have reviewed them. It  
might be good to have external review as well, so I'm leaving them in the  
'submitted' directory.
