[RC6] table-layer-transparency-011 is a bit imprecise

I wonder why the test's table does not have borders around its cells;
this absence seems awkward or inappropriate considering the test title
and assert.

I also think that the assert should state that border-spacing will be
displayed between borders of the cells on the edge of a table and the
table border.

Note that the orange borders should form 9 squares, not just 9 rectangles.
Chrome 19.0.1084.46 passes this test.
