[RC6] text-decoration-087 : not ideal pass conditions

Chrome 6.0.472.63 and Safari 5.0.2 respective Implementation Reports
(back in october 2010) stated they pass text-decoration-087 but this is
most likely incorrect and an error in understanding or in reading the
pass conditions of the testcase. (I am also double-checking IE9's result
for such test).

Proposed replacement for such test

That way, the pass conditions sentence will be much more clearer,
quicker to read and less prone to misunderstanding or interpretation.
Also, the orange line should be thicker thanks to font-size: 3em.
