Those summary pages are generated by the test suite build system, which does not (at least currently) produce the zips or, in fact, know of them. 

There is a link to the built test suites on http://test.csswg.org/ which in turn exposes all the 2.1 zips at:
http://test.csswg.org/suites/css2.1/

That said, nothing wrong with more links (and for that matter, links to the other resources available on that server, like result export files and generated formal implementation reports). I'll be working on the build code shortly and I'll see about adding the extra links then.
