Small clarification that the Interest Group has not been created yet. There is a "pre-draft" charter available at:
http://www.w3.org/2011/05/testing-ig-charter.html

Goal is to start formal IG creation procedure (including membership review) end of May for an actual creation end of June if possible. Feel free to share comments on this draft charter using the public-test-infra@w3.org mailing-list. We expect to make progress on the generic set of test suite tools in the meantime.

Thanks,
Francois.
