Update to the test harness

I just landed another small changed to the test harness, now the  
results pages automatically aggregate results between the HTML and  
XHTML versions of the test suites.

This is the first step in the next significant change of adding full  
test format support. When the next phase lands there will only be a  
single CSS 2.1 test suite and there will be a UI within the testing  
page to select which format you want to run the tests in.

Any previous URLs to the report pages that were used to aggregate test  
results will no longer work (those with a % in them, which was a hack,  
just remove the %).

As always, if you find any problems in the harness, please let me know.
