No, the declaration is not an error, since 'list-style-image' is not  
"otherwise specified". It is equivalent to

list-style-position: inside;
list-style-image: none;
list-style-type: square;

Chrome/Safari are the ones that fail according to the spec. Apparently the  
CSS validator has a bug too.
