Thanks fantasai.  Can you give us an idea of how to treat this document: 
presumably there are more changes to be made before it becomes the LC 
document (else it would /be/ that document), but are the changes that 
have already been made likely to change again before LC?  In other 
words, how much of the CSS21 Issues list is reflected in this document?
